Project Description/ Purpose:		The goal of this project is to install an ET cover that provides equivalent or better performance when compared with a prescriptive cover.

Cover Installation:		Soil was placed in loose lifts to facilitate root growth. Seed bed (upper 3-4 inches) was amended with NRCS-recommended fertilizer mix. Interim cover crop was planted for quick erosion control while long-term species are becoming established. Typical construction quality assurance measures (vertification of depth, moisture, density, etc.) were conducted.

Modeling Results:		UNSAT-H indicated that annual percolation through the cover into the waste would be limited to 3 mm/year or less based on reasonable worst-case conditions.

Summary and Description of Performance Data:		From December 2003 to December 2004, over 147 gallons of water were collected in the top lysimeter (exact amount is not known due to data logger failure). From December 2004 to January 17, 2005, 623 gallons of water were collected in the top lysimeter. From January 2005 through June 2005, 385 gallons were collected. From July 2005 through September 2005, 170 gallons were collected. Based on a percolation rate of 3 mm/year over 1,448 sq ft, the allowable limit for the top lysimeter is 107 gal/year. From December 2003 to December 2004, zero gallons of water were collected in the west side slope lysimeter. However, on December 20, 2004, the pipe from the west slope lysimeter pump was found to be sheared off due to settlement of a retaining structure. The damage was repaired on December 29, 2004. From January 3 to January 17, 2005, 48 gallons of water were collected in the west slope lysimeter. From January 2005 through June 2005, 450 gallons were collected. From July 2005 through September 2005, 290 gallons were collected. Based on a percolation rate of 3 mm/year over 1,417 sq ft, the allowable limit for this lysimeter is 104 gal/year.

Summary and Description of Costs:
Performance and Cost Comments:		During the summer of 2004, a landfill gas collection pipe was resting on the cover surface over the top lysimeter and inhibited runoff. The gas line has since been raised to correct the problem. The summer of 2004 was wetter than normal, with several high precipitation events (at least one 25-year storm). At the end of November 2004, a 6-inch snowfall occurred and melted within a week. Several ice storms and snow storms of lesser accumulation occurred in December 2004 and January 2005. In addition, there were long periods of low intensity rainfall during January 2005. These precipitation events are thought to have contributed to the large volume of percolation in winter 2004-2005. Also, the cover vegetation was somewhat sparse, had limited root depth (less than 1 year old), and was dormant during winter. Additionally, moisture content in the soil profile shows that the soil was not saturated when percolation occurred; this was likely due to water flowing around "clumps" of impervious shale material rather than being stored in the soil. In January 2006 geomembrane cutoff trenches were installed upgradient from the lysimeters in an attempt to prevent lateral leachate seepage (if any) from entering the lysimeters. The owner plans to construct additional lysimeters.
